Time to join the BSA and hire a fulltime lawyer that specializes in software piracy. My company used to make more in piracy recovery than in actual sales in Asia. Once you get agressive in prosecuting, you'll end up seeing less of your stuff on the street as you'll get a reputation. Honest.
